DUTCH FLAT, Placer County — The community’s water infrastructure is now part of the Placer County Water Agency system following a state-supported consolidation of the former Dutch Flat Mutual Water Company.
What was completed?
PCWA’s 2025 annual report, published in 2026, lists the Dutch Flat Mutual Water Company consolidation as completed. The agency identifies the installation of approximately 9,800 linear feet of six- to eight-inch water pipe and a pressure-reducing station serving 112 water connections.
The report gives the project’s total cost as $7.3 million, fully supported by the State Water Resources Control Board. PCWA explains that connecting smaller systems to larger operators can address the difficulty of maintaining aging pipes and meeting increasingly complex drinking-water regulations.
Why is this important locally?
Dutch Flat is a small mountain community. Operating a separate water treatment and distribution system can impose substantial financial and technical demands on a limited customer base. The consolidation transferred ongoing water-system responsibility to PCWA, while infrastructure upgrades replaced aging elements of the earlier network.
Is this a new construction announcement?
No. The consolidation was completed during 2024 and is reported as completed in PCWA’s later annual publications. This is an explanation of the infrastructure residents use today, not an assertion that construction begins in November 2026.
Questions about water rates, service connections, water quality or a suspected leak should be directed to PCWA at 530-823-4850. The newly scheduled November raw-water canal interruptions are a separate maintenance issue; they do not reverse the completed consolidation.
